It reflects a long-standing economic structure, marked by dependence on imports, the concentration of certain sectors and persistent income gaps with mainland France. In Martinique, Guadeloupe and French Guiana alike, these realities fuel a lasting sense of social injustice.

Sixteen years after the major protests of 2009, the demands remain largely recognizable: improving purchasing power, lowering the prices of essential goods, raising low wages and reducing the influence of dominant groups in importation and distribution. incomes

Price gaps with mainland France are at the heart of the discontent. According to information cited by the National Consumer Institute, they exceed 15% in most overseas territories and can surpass 40% for food products in Martinique or Guadeloupe. At the same time, median incomes there are among the lowest in France.

This combination weighs particularly heavily on low-income households: food, building materials, equipment and everyday consumer goods absorb a substantial share of their budgets. The issue is therefore not only the listed level of prices, but also the gap between those prices and the resources available locally.

This issue has already been examined in our article on why the high cost of living persists in the French Caribbean and French Guiana, which looks in particular at the weight of imports and dock dues.

The historical weight of the colonial pact

To understand this dependence, it is necessary to go back to the logic of the colonial exclusivity system, also known as the colonial pact. Colonies were required to trade primarily with the metropole: they exported sugar, coffee or rum in particular, while importing manufactured goods, tools, clothing, furniture and part of their food supply.

This model established an outward-looking economy. Following institutional changes and the creation of overseas departments, trade dependence did not disappear entirely. The overseas territories remain strongly integrated into the French market, and a large share of their foreign trade is still directed towards mainland France. In Martinique and Guadeloupe, more than 60% of trade is thus described as being linked to France.

This continuity does not mean that the current situation is identical to that of the colonial era. Rather, it refers to the persistence of structures: relatively weak local production, the weight of imported goods, geographical distance, logistical costs and the control of distribution channels by a limited number of actors.

Dock dues: between local funding and higher product prices

Dock dues are among the most debated issues. Introduced in Martinique in the 17th century, this tax applies to goods entering the territories concerned. It provides significant revenue for local authorities, amounting to as much as one billion euros a year for all overseas territories, according to the figures cited.

Its theoretical purpose is also to protect certain local producers from imported goods. But the mechanism is controversial because it can contribute to raising the final cost of many goods, including essential products. The French Court of Auditors has notably pointed to its effect on prices and dependence on imports, with an impact reported to range from 4% to 10% of final prices.

The difficulty is therefore twofold: dock dues help fund municipalities, but they are also part of an economy in which households must buy a large quantity of goods brought in from outside. Any reform therefore raises questions about local authorities’ resources, local production and purchasing power.

A concentrated economy and criticism over lack of competition

Economic concentration is the other major source of protest. In Martinique and Guadeloupe, several large groups operate in distribution, automobiles, import-export, logistics, construction and food processing. The GBH group is frequently mentioned in this debate because of its economic weight, its many brands and its diversified activities.

Critics of this organization denounce vertical integration: the same groups may be involved in importing, transport, storage, sales and communications. According to this criticism, this structure reduces the intensity of competition and limits consumers’ ability to benefit from price reductions.

Land concentration also fuels debate. The cited data refer to a considerable share of agricultural land being held by a very small fraction of Martinique’s population. These issues are often associated with the history of béké families, a term used to refer to descendants of European settlers established in the French Caribbean. However, it is important to distinguish analysis of ownership and market structures from any generalization about individuals.

Tax exemption policies, public aid and certain pay supplements are also debated. Their critics believe they compensate for difficulties without sufficiently changing the productive structure. Others view them as necessary support in light of the territories’ geographical and economic constraints. The disagreement therefore concerns their effectiveness and distribution more than the existence of those constraints themselves.

2009: “profitasyon” becomes a social rallying cry

In January 2009, Guadeloupe experienced a 44-day protest movement led by the Liyannaj Kont Pwofitasyon (LKP), a coalition bringing together trade union, political and community organizations. In Martinique, the Collectif du 5 février was part of a similar dynamic.

The Creole term “profitasyon” then took on a central role. It refers to the idea of abusive exploitation, whereby a minority would profit from the difficulties of the majority. The demands concerned prices, wages and the functioning of local markets, but they also addressed broader social and historical relations.

The movement involved roadblocks, demonstrations and closely watched negotiations. Trade unionist Jacques Bino was shot dead at a roadblock, a tragedy that deeply marked the movement. The agreements signed in March notably provided for a 200-euro increase for some employees earning less than 1.4 times the minimum wage and price cuts on around 400 essential products.

For some participants and observers, these gains had major symbolic significance, but they did not resolve the structural causes of the high cost of living. Prices subsequently remained a major issue, while criticism of economic concentration and trade dependence persisted.

The 2024 protests in Martinique

In 2024, Martinique was once again affected by a protest movement against the high cost of living, led in particular by the Rassemblement pour la protection des peuples et des ressources afro-caribéens, known by the acronym RPPRAC. The movement called for prices to be brought closer to those in mainland France and denounced opaque profit margins as well as the inadequacy of the responses provided since 2009.

Its organization, which was highly active on social media, differed from that of the LKP in the absence of comparable trade union or party-based structures. Roadblocks and clashes took place. The state deployed public-order units, while the Territorial Collectivity of Martinique organized a round table.

An agreement was signed on 16 October 2024 without RPPRAC’s endorsement. It provided for price cuts on 6,000 products, tax measures and an aid plan. The movement nevertheless continued to express its opposition, considering that these measures did not address the historical imbalances of Martinique’s economy.

Lastingly reducing the high cost of living: a debate about the economic model

The debate thus goes beyond individual price-cutting measures. It raises questions about the capacity to develop more local production, diversify trading partners and strengthen transparency in price formation. It also concerns access to land, competition in distribution and the role of public aid.

These issues are part of a broader history of relations between economics, colonization and inequality. In this respect, the article on expropriation, colonial expansion and the emergence of capitalism helps place these economic mechanisms in a wider historical perspective.

The high cost of living in the French Caribbean and French Guiana therefore appears to result from several intertwined factors: distance, imports, taxation, the weakness of certain productive sectors, income levels and market concentration. Successive protest movements have made these realities visible and continue to exert pressure to ensure that responses are not limited to temporary measures.

FAQ on the high cost of living in the French Caribbean and French Guiana

Why do products often cost more than in mainland France?

The factors cited include transport costs, heavy dependence on imports, dock dues and the concentration of certain import and distribution channels. The gaps are particularly noticeable for food products and everyday consumer goods.

What is “profitasyon”?

“Profitasyon” is a Creole term popularized during the protests of 2009.
